A CTO, or a founder running a lean startup or small business, had limited engineering capacity and pressure to deliver. They turned to freelancers and offshore quotes to keep costs under control, sometimes trying to outsource app or web development on a thin brief, and still wanted architecture, communication, and delivery they could stand behind.
